Road construction and improvement includes the construction of major road schemes, smaller road schemes, road alignment and improvement schemes, construction and improvement of footpaths, etc., and is the responsibility of Galway County Council as a Roads Authority. Major Schemes are generally related to national primary routes, and therefore, fully funded by the N.R.A. Such schemes are normally carried out by contracts awarded following public tender. In such cases, the County Council appoints supervisory engineering and technical staff to ensure the completion of the project to the required standard. Smaller road schemes and alignment and improvement works may be carried out by direct labour by the staff of the Council’s Road Section or may be carried out by contract following public tender or by a combination of contract and direct labour. All road construction and improvement works are carried out in accordance with the guidelines for roads standards laid down by An Foras Forbatha and Department of the Environment and Local Government. The County Council ensures that ducting to facilitate the undergrounding of electricity and telecommunication lines is provided in all new schemes to avoid, as far as possible, the necessity of re-opening streets and footpaths for such purposes.
Tendering Process for Contracts
When the annual Roadworks programme has been finalised, the Council advertises for tenders for the major works which are to be carried out by contract. In order to comply with European Directives, certain tenders for works, supplies and services must be advertised in the Official Journal of the European Communities and these advertisements are also inserted in the national and local newspapers. Advertisements for annual supplies such as hire of plant and lorries and road-making materials are published in local and national newspapers. In the situation where a specialised product/service such as road marking materials are required, tenders may be invited from specific suppliers of such products.
